The challenge

Carlow County Council needed a social media partner that could manage a busy, multi-account communications environment while maintaining accuracy, brand consistency, accessibility and fast response times.

The work required:

  • Daily content planning and publishing
  • Multi-platform social media management
  • Support for Council departments and programmes
  • Emergency communications
  • Live event promotion
  • Community engagement
  • Monthly reporting
  • Brand consistency across multiple accounts

This was not a simple posting service. It required public sector judgement, strong governance, stakeholder coordination and the ability to respond quickly during public safety or weather-related events.

Our approach

Content Plan delivered end-to-end management of the Council’s social media platform suite, including content creation, account management, live event content, video production, editing and reporting.

Building a reliable public communications system

Content Plan supported Carlow County Council with a structured approach to planning, posting, monitoring and reporting.

Content was created for platforms including Facebook, Instagram and LinkedIn, with messaging adapted for each channel. LinkedIn was used for economic development and professional updates, Facebook for broad civic engagement, and Instagram for visual community storytelling .

Supporting multiple Council functions

The work covered a wide range of Council activity, including:

  • Corporate services
  • Local Enterprise Office supports
  • Community initiatives
  • Tourism campaigns
  • Arts and culture
  • Heritage
  • Environmental awareness
  • Fire service and emergency updates
  • Public consultation
  • Events and festivals

This required close collaboration with Council stakeholders and a clear understanding of local authority communications.

Live event content and storytelling

Content Plan provided live event coverage for major Carlow initiatives, including Carlow Christmas Lightfest, Féile Lonrach, Pan Celtic International Festival, Streetfest, Shop Local Shop Carlow, Carlow Pride of Place, Powerhouse Women in Business and Carlow County Enterprise Awards .

The focus was not only on live updates. Content Plan also captured evergreen content that could be reused after the event.

Emergency communications

Content Plan supported real-time crisis communications during Met Éireann weather alerts and public safety emergencies.

The tender highlights a proven emergency communications workflow, including out-of-hours communication channels and fast publication of verified public safety information across managed platforms .
